Carlos Fernandes

AICEP Portugal Trade & Invest
Experienced FDI and International Trade adviser. Solid track record of advisory to
companies in international working environments. Focused on recent years in promoting
Portugal as a preferred destination for foreign direct investment.
Joined AICEP’s Inward Investment team in 2018, working with foreign investors and
supporting companies setting up operations in Portugal. Took over the position of
Director of the Inward Investment and Aftercare Department in December 2025.
Carlos has a degree in International Relations (ISCSP – Universidade Técnica de Lisboa)
and further studies in Innovation Management. Joined the Norwegian Trade Council (later
Innovation Norway) in 1999 as a Commercial Adviser, supporting Norwegian companies
in Portugal, and worked later as a Senior Trade & Investment Adviser with the UK Trade &
Investment (later Department for Business and Trade) Lisbon office, supporting British
companies in Portugal and identifying potential Portuguese investors in the UK. Served
as advisor to the Secretary of State for International Trade from September 2023 to April
2024.
